External Support Agencies

Sanitation and Water for All (SWA) works with partners from six constituencies. While governments have primary responsibility for delivering on the Sustainable Development Goal 6, mobilizing resources and developing innovative solutions to leave no one behind, they are also required to concert effort with all stakeholders in the society, including external support agencies.

The External Support Agencies Constituency represents public and private donors (i.e. multilateral, bilateral organizations as well as private foundations), as well as financial institutions that support the work of countries for the water, sanitation and hygiene sector.

All external support agencies are encouraged to join SWA partner networks or connect to existing multi-stakeholder platforms at national, regional or international level.

What is the role of External Support Agencies within SWA?

External Support Agencies is a varied constituency that plays a vital role within SWA, since they are instrumental in channeling funds and/or technical assistance to the water, sanitation and hygiene sector. They include national cooperation agencies, development banks, foundations, United Nations agencies, and other types of support organizations.

External Support Agencies that engage with SWA are more likely to harmonize and align their own efforts with governments’ national water, sanitation and hygiene strategies and budgets. The organizations also make commitments as part of the Mutual Accountability Mechanism and are accountable for following up with action.

How is the External Support Agencies Constituency represented within SWA?

The External Support Agencies (ESA) Constituency is represented in the SWA Steering Committee (decision-making body) by 3 elected and 2 ex-officio partners.

At the national level, the ESA constituency is supported by ESA focal points (main and alternate), responsible for liaising with government, partners from other constituencies, and other entities from the ESA in the country, to deliver on the SWA strategic framework and objectives.

  • helping SWA to realize the fundamental human rights to water and sanitation and leave no one behind.
How to engage with other SWA constituencies?

The SWA Strategic Framework is anchored and fosters cross-constituency cooperation and accountability. By joining SWA you will be able to assess and improve your engagement and advocacy efforts, globally, in the region, and in countries where you are active.
