Uruguay joined SWA in 2018. Uruguay has a National Water Plan for the first time, since its approval by decree on July 31, 2017. This plan is a technical-political instrument for the planning and management of water, which aims at: (1) water for sustainable development, (2) access to water and sanitation as a human right, and (3) flood and drought risk management. The plan has 10 water programs that include water for human use; integrated water resources management plans; quantity and quality monitoring; education for water, communication, research and capacity building, among others.
