Portugal joined SWA in 2016. In the 2019 Joint Monitoring Program global report Portugal is noted to have 95% coverage nationally for safely managed drinking water and 85% coverage for safely managed sanitation. During the Ministerial Dialogues for the 2019 Sector Ministers' Meeting the government noted a large number of small utilities, a low rate of cost recovery, and provision of water services at very low tariffs as some of its key issues to address for the WASH sector. The government presented some solutions it is pursuing to resolving the issues such as a discounted service tariff for low-income households and fostering the aggregation of small utilities. Portugal is represented by the Ministry of Environment and Climate Action.
