Continue giving high priority to the National Target Program of Rural Water Supply and Sanitation, one of the important programmes of Vietnam, contributing to the achievement s of all important targers in the period of industrializing and modernizing the country.

Continued RWSS NTP phase 3, which will end in December 2015.


Updated RWSS Strategy towards 2020 and Vision 2030.


Suggested solutions for removing bottlenecks in WASH after WASH BAT exercise have been applied in making new action plans and interventions for the next coming 5 years. Sanitation: up to date, 91% rural people having latrine, of which 63% is hygienic. Water supply: 84% rural residents accessed to hygienic water, including 43% meeting MOH



Steps Remaining to Fully Achieve:

Prepare for scaling up sanitation program for the period 2016 - 2020 using WB loan by MOH, MARD, WB and UNICEF. Continue rural water supply and sanitation targets under New Rural Program mainly by MARD.


Continue result-based rural water supply and sanitation program (PforR) financed by WB by provinces.


Give high priority for calling for international supports on rural water supply and sanitation by MARD and MOH and provinces.


Continuing incentive policies to support the implementation of RWSS targets, including soft loans.


Evaluate and scalle-up successfull socialization and PPP models.

Steps Remaining to Fully Achieve:

Government of Viet Nam suceeded in advocating with the WB to provide soft loan of US$300 million for Viet Nam to scale up sanitation and water in the 19 north mountainous and central highland provinces for the period of 2016 – 2020.

Continue supporting low interest loans and to mobilize ODA for increasing resources for the program to achieve the 2020 National RWSS targets, which were approved by the government.

Milestones of Progress:

In 2004, the Government issued a decision which allows proision of soft loans by the Vietnam Social Policy Bank for household water supply and sanitation facilities.


The ministries (MARD, MOH) have been working on a new programme of scaling up sanitation for period 2016 - 2020 by using the soft loan from the WB (300 mil USD).



Steps Remaining to Fully Achieve:

In 2014, the Government updated the existing cecision that increases loan amount for water and sanitation facilities from 4 million VND to 6 million VND per facility. This allows all rural people to access to this loan (previously only poor rural people can access).

Influence of 2014 HLM on progress of commitment:

Highly influential

Reinforce authorities' and organizations' responsibilities in mobilizing resources for sustainable environmental sanitation, with special focus on remote and difficult areas. This move is based on the government provisions issued in Resolution # 05/NQ-CP, dated 13/1/2014, which relates to the speed up of achievements of health related MDG targets, of which sanitation targets are included in MDG #7.

Government Resolution No. 05/NQ-CP was issued in Jan. 2014 which relates to the speeding up of achievements of health related MDG targets, in which there are sanitation targets.



Steps Remaining to Fully Achieve:

MOH allocates annually budget for a Patriotic Sanitation Program. This is a movement launched in 2012 by Prime Minister Deision No. 730/QD-TTg dated on 19/6/2012.

Milestones of Progress:

In 2014, a formative research on sanitation policy was made with support from WSP-WB.


Policy of PPP for Sanitation PPP is being considered by MOH and donors. PPP for water supply has been existing.



Steps Remaining to Fully Achieve:

To implement and complete sanitation commitments, and to mobilize resources from Government, dornors, private sector and households, MOH is developing a new National Action Plan of Sanitation for Disease Prevention of the Period of 2016 – 2025 with a vision of 2030. This Action Plan focuses on social mobilization and pivate sector involvment in sanitation marketing, water supply and water quality.

Low cost options for sanitaton and for household water treatment and storage are being explored for application in remote areas, which involve active participation of private sector.


Guidelines on sanitation marketing with clear role and responsibilities by involved parties was develped and is being used by partners.


Development of guidelines for implementation of PPP of household water treatment and storage is ongoing .

Milestones of Progress:

Government approved and implemented specific programs 134 (launched in 2004) & 135 (launched in 1998) with huge fund for improving living condition, livelihood, water supply and sanitation for the poor and ethnic people living in the remote and difficult areas.


The Rural Water Supply and Sanitation National Target Program (RWSS NTP) also provides 100% and 75% subsidy of latrine constructions for poor and near-poor respectively.


Open defecation free (ODF) verification guidelines for application; sanitation marketing promotion supporting sanitation promotion amd scaling up sanitation in poor and ethnic minority areas have been operationanlized by both Government and interested partners.



Steps Remaining to Fully Achieve:

New scaling up sanitation program using WB loan in 19 Northern mountain and Central Highland provinces of Vietnam where majority of poor ethnic minority groups are living, will be implemented from beginning of 2016.

Enhance approaches with community participation in water and sanitation services through local authorities. Milestones of Progress:

Currently, sanitation marketing is more concerned by MOH and partenrs since it proves to be able to improve effetively household latrine coverage; formative research to develop the sanitation demand and supply chain have been conducted in many regions of the country.


CLTS approach is widely applied in some regions of Vietnam where open defecation remains.

In the past, there was no any capacity building strategy for sector officials. Capacity building was just reflected as a component of intervention projects/programs of the Government and NGOs.

A national capacity building strategy for health sector to planning and implement sanitation stage 2016 - 2020 and vision to 2025 has been developed, focusing on local authorities and health workers.

Coordination and Alignment

Milestones of Progress:

Under RWSS NTP, a circular for intersectoral collaboration between MARD, MOH and MOET (Ministry of Education and Training) was issued.


Under the rural water supply and sanitation partnership, there exist sanitation workshopping group and O&M working group, underwhich all partners share good practices and work on common sanitation and water quality related issues in more coordianted ways with lead roles of MARD and MOH.


- Public-Private Partnership for low cost santiation options, for water supply and household water treatment and storage.


- The partnership is continued strengthened as MARD, MOH, World Bank and UNICEF work closely together in designing the new sanitation scaling up program. With the request from the GOV and the Word Bank, UNICEF has brought in the technical assistance from the London School of Hygiene and Tropical Medicines (LSHTM) and some globally reputed consultants in the sector to develop: behavioral change promotion and sanitation supply chains strengthenin

Continue funding for the operation of sanitation working group by both Government and partners.
