Using autonomous Entities and Private Sector, ensure that Water User Groups, Water User Associations and Private Operators operate with level of autonomy required. In order to encourage good management and prevent excessive profiteering of only specific group of operators, standard contracts will be developed.

Milestones of Progress:

Registrars appointed in each Local Government Authority, which managed to register 541 Community Water Associations and 90 private operators established in Nine water Basins.



Steps Remaining to Fully Achieve:

To register more Community Water Associations and establish more private operators in the basins. The Ministry of Water to set aside funds for these purposes.

The Ministry of Water in collaboration with the Prime Minister’s Office, Regional Administration and Local Government will supervise the recruitment of registrars at Local Government Authority by 2016. The later will be responsible for registration of Community Owned Water Supply Organizations (COWSOs)

Milestones of Progress:

All the LGAs have appointed the Registrars. By June, 2014 a total of 541 Community Owned Water Supply Organizations (COWSOs) out of 2,700 were registered.



Steps Remaining to Fully Achieve:

The Ministry of Water to equip the Registrars office so that it delivers its roles fully. Order a budget to facilitate the Registrars office.

Influence of 2014 HLM on progress of commitment:

Highly influential

The Ministry of Health and Social Welfare to develop a guideline that stipulates focus areas on promoting sanitation and hygiene which all the stakeholders will be engaged. This measure will ensure the common goal on sanitation and hyiene is attainable and that through this approach the country commits itself to increase access to improved sanitation to 53% and reduce OD from 12% to 6% by 2016.

The Government through the Ministry of Health and Social Welfare is developing the Public Private Partinership guidelines on the delivery of Sanitation and Hygiene services in the country.

1. Develop ToR fo the consultant. 2. Advertise call for EoI. 3. Evaluation the EoI and select and engage the consultant. 4. Consultant to prepare the guideline. 5. Conduct stakeholders meeting. 6. Consultant to submit the final document.

Milestones of Progress:

Four meetings involving key ministries held. Each ministry requested to set aside budget and human resources required. Mapping of international and local NGOs conducted.



Steps Remaining to Fully Achieve:

Some Ministries are in the process of allocating resources. Mapping of International and Local NGOs is in the final stages of completion and will be shared among stakeholders.

Influence of 2014 HLM on progress of commitment:

Highly influential

The Ministry of Health and Social Welfare, Ministry of Water, Local Government Authorities in collaboration with the network of CSOs will work together to strengthen the private sector participation in the delivery of sanitation and hygiene service by building capacities to the same and creating enabling environment to access technical support and open up the business opportunities on the sector . The private sector involvement in sanitation and hygiene is expected to be of great importance in strengthening the supply chain on sanitation and hygiene services.

The government has prepared the phase II of the National Sanitation Campaign under SWAp. The Agreed Action for the preparation of the PPP guidelines on sanitation was passed during the Joint Supervision Mission.

Some influence

Roll out the National Sanitation and Hygiene Information Management System to all Regions and Local Government Authorities to enable timely attainment of reliable information and data for planning purposes. The Government in collaboration with other stakeholders and partners have developed Sanitation and Hygiene Information Management System that captures the necessary data based on key indicators. It is envisaged that this system will be expanded to cover all 25 regions and 168 LGAs to enable easy monitoring, evaluation and effective reporting.

National Monitoring Systems

Milestones of Progress:

The National Sanitation and Hygiene Management System designed in June 2013. It was developed and presented to stakeholders in December 2013. Stakeholders commented on the system. Comments have been incorporated.



Steps Remaining to Fully Achieve:

Roadmap for scaling up the management system developed. Piloting in Three Regions agreed upon and to be implemented this year 2015. scalling up to other regions, districts, wards, villages and sub-villages to follow after six (6) months of piloting.

The Ministry of Health and Social Welfare to introduce certificate course on environmental health sciences by 2015 so as to produce a cadre that will work directly at community level.

The government through the Ministry of Health and Social Welfare has already introduced the certificate course on Environmental Health Science starting in 2 of the 5 Public colleges.

Milestones of Progress:

The Ministers meeting was held and agreed to establish an independent Unit for Sanitation at LGA level. The unit will have its own subvote with a clear budget line.



Steps Remaining to Fully Achieve:

1. The Prime Minister\'s Office, Regional Administration and Local Government to intruct Councils to establish the unit. 2. Appoint heads of Unit. 3. Designate the budget sub-vote.
