The Ministry of Rural and Urban Hydraulics will cooperate with the other Ministries concerned to get the elimination of open defecation into the 2014-2015 Poverty Reduction Strategy and the 2015 National Health and Nutrition Plan.

The Ministry works with other ministries, notably the Ministry of Public Health, the Ministry of Planning and the Ministry of Communications on the elimination of open defecation by using the CLTS approach, chosen as strategy in the National Sanitation Policy and Strategy (PSNA) document in the process of being adopted. In the context of the WASH-NUT strategy, all the Health Centers, Outpatient and Therapeutic Nutrition Centers (CAN and CNT) will be systematically equipped with a water point and latrines with a hand-washing facility. The techniques for treatment and conservation of water at home are being disseminated in the Sahelian region deeply affected by a nutrition crisis.

The Ministry of Rural and Urban Hydraulics, the Ministry of Finance and Budget and the other Ministries concerned will, by 2015, define a strategy aimed at eliminating open defecation in the priority districts and a financing plan that will be incorporated into the mid-term national frameworks and will set specific investment objectives for 2016.

Milestones of Progress:

The Ministry responsible for Water and Sanitation has defined a strategy of systematic integration of the CLTS approach in all the programmes and projects it is developing, as well as the strengthening of the capacity of local actors (associations, natural leaders, Community Health Workers) to disseminate the CLTS. For example, the Programme for Access to Drinking Water and Sanitation for Secondary Centers (PAEPA-CS) is training 1300 natural leaders in CLTS dissemination.

Finalize the process of setting up the National Water and Sanitation Fund which will be financed by specific taxes, and creation of an autonomous National Sanitation Office run independently.

 The Ministry, supported by the 10th European Development Fund (FED,) has launched a study to prepare Regional Investment Master Plans for Water and Sanitation in the 23 regions of Chad.

With the support of the Ministry, UNICEF has promoted the harmonization of actions in the WASH Sector through joining the WASH Compact. The Ministry has launched studies on definition of standards and norms for self-managed Sanitation Systems in urban and semi-urban areas.
