Vision Speech - Catarina de Albuquerque

At the Plenary of World Water Week (August 2015), SWA Executive Chair Catarina de Albuquerque spoke about her vision for a better world, what the rights to water and sanitation would demand from us – what we now must do, how we have to alter the way we work.

The quest for equitable, inclusive and sustainable WASH for all relies on the establishment of strong sector systems. Recognizing this, and building on SWA’s success to date, SWA partners are refining their strategy to put country processes at the heart of their work. In particular, SWA partners have identified four key ways in which developing countries and their development partners can improve their behaviour to achieve greater development effectiveness:

  1. Enhance government leadership of sector planning processes
  2. Strengthen and use country systems
  3. Use one information and mutual accountability platform built around a multi-stakeholder, government-led cycle of planning, monitoring and learning
  4. Build sustainable water and sanitation sector financing strategies that incorporate financial data on all 3Ts (taxes, tariffs and transfers), as well as estimates for non-tariff household expenditure.


This event brought together sector partners to discuss these four collaborative behaviors and their importance in achieving sustainable development of sanitation, hygiene and water services for everyone, everywhere. In particular, it offered an opportunity to explore ways to improve development effectiveness within the WASH sector, to strengthen and build systems that last. It was also an opportunity for the SWA Executive Chair, Catarina de Albuquerque, to give an update about the Partnership’s evolving strategy.

SIWI Sofa - Catarina de Albuquerque

 

Catarina was a guest speaker at the SIWI Sofa, a cross between a speakers’ corner and an outdoor interview studio. Journalists conducted interviews and facilitated discussions between experts on a variety of water-related issues. Catarina talked about the human right to water and sanitation, fighting inequalities, accountability and the transition from MDGs to SDGs.
